The search for a legal and political modus videndi with native peoples is a current topic worldwide. Here the author analyses the Norwegian model in which by means of constitutional and legislative reforms, Norway has granted substantial rights to its cultural minority : the Lapps. This article reviews the context and content of the constitutional law by which the Norwegian government granted a positive discrimination to the Lapps. The State provides economic assistance to the Lapps in order to ensure their cultural and political survival. The political right granted to them enables the institution of a Lapp parliament elected by universal suffrage by the Lapp people and having sweeping politico-legal jurisdiction in Lapp affairs.
